Fidelity seeks to offer smart-beta ETFs

Fidelity Investments has applied to the Securities and Exchange Commission to offer exchange-traded funds that track customized indexes. Fidelity's proposed self-indexing ETFs follow a proprietary index developed by the manager instead of tracking an outside benchmark.
